I believe its just an HDR effect done over and over on a single image, with a lens flare effect on certain parts of the image. You can do it in programs like Gimp.

it looks too blocky

i would imagine thats the point since it looks similar to a Dodge Omni which isnt exactly a curvy car. Hell, pretty much every car from the 80's was blocky.
