Pretty sure that "simulation" bit was reference created by Bethesda to 1950's commercial where they would say stuff like "America's first choice in car insurance" and wasn't actually meant to be taken seriously. Interplay on the other hand...

basically everything you ever wanted to know can be found here:

It's not a "nuclear warfare simulator" nor was it a "2 hour war." While Fallout was intended to create a believable and living post-nuclear world it obviously isn't a simulation and much of it can be described as just science fiction. It focuses more on the people and morals in a post-apocalypse world. At least 1 and 2 (and New Vegas) did anyways.

Also, it wasn't a 2 hour war. The United States and China entered into a prolonged, world-wide war that lasted for several years, encompassing military campaigns where the Chinese were located in the Gobi Desert, the Middle East, Russia, (supposedly, thought it was probably just a casus belli to invade and takeover) Canada, and even on American land in Alaska. The Chinese advantages over the Americans included integrated stealth suits and specialized armored vehicles, while the Americans had cutting-edge power-armor and tactical nuclear weapons. Despite the Chinese advantage in troop and tank numbers, the United States of America was able to fight them all the way to Beijing and roll over several non-democratic and democratic countries in the process under the guise of "saving the from communists" or "giving the people freedom." However, when the American were about to push into Beijing and the Chinese mainland, it was at that point when the Chinese launched nukes and started a nuclear World War.
The 2nd motto aside from "War, War never changes" is "Americas First Choice in Nuclear Simulation" as seen in the bottom right of the logo

And it was aproxamentley a 2 hour war. The records were from Survivors of the Blast. And no one knows who fired the first nuke how ever the is speculation that the Head of Vault-Tec fired it first to make his proficy of a "Nuclear War" true. Thats not proven though. And i admit i was wrong about the name it was Actualy "The Great War" but it was 2 hours
there's already another one, and im gonna get kelblock to design the op for it
Im sorry i did not mean to offend. I didnt know if you were actualy serious about it. I will lock this if you request

Who ever say's FO3 is better is because they haven't played NV to a full extent. (NV in story, lore, setting, gameplay is way better then Fo3).
There 2 seprate games not ment to be compared. There both extreamley fun and both have a good side and bad side. How ever i did find Fallout 3 to be better, its because i never played New vegas as much and when i did i loved it its just the first few hours of campain felt like running around for nothing. Both i love though

not yet, only a couple missions in. Haven't had time :(

I loved conviction tho
I LOVED CONVICTION. But i hate they made it more of an action game than stealth such as removing non-lethal take downs and short campain. Blacklist is the best scence Chaos theroy

I won't stop anyone if they want to make a mandolin model (ANY instrument models would be appreciated) but a whole new set of sounds is probably unnecessary.  I could make an extra octave of guitar samples and have it use that if someone does make a mandolin, though.
a mandolin sound nothing like a guitar if i knew how this worked i could make some mandolin sounds and model (after i get my pc fixed)

Why is it "America's First Choice in Nuclear Simulation"?
Fallout is set after a "2 Hour war" where the world was destroyed by Nuclear Weapons. However thanks to Vault-tec Humanity Survived in Under ground Vaults. Set up just like the World as they knew it there was law, Enforced by the OverSeer and Vault Security. There was jobs that were assigned by a PipBoy that was given to all Vault Residents at the age of 10

"The 2 Hour war"
The "2 hour war" was considered to be the end of the world for thoose who were to late to reserve a spot in a Vault. The War was long feared, a War of Nuclear devistation in witch all Nuclear Capible Countrys *Mainley China, United States, USSR* would launch Nuclear War-Heads at each other until the death of all countrys *Aproxomently 2 hours later* But no one ever knew that Saturday October 27th 2077 was just the opening of a new chapter in witch Humanity would Re-Build

Items

Bottle Caps

Bottle Caps are the currency of the Wastleland because they we're so mass produced in PreWar time. The only Known BottleCaps to this point are Nuka Cola and SunsetSarsaparilla. There are rare Sunset Sarsaparilla Bottlecaps with Blue Stars on the bottom of them these can be used to unlock the treasure in Sunset Sarsapairilla Head Quarters

And while your at it you battle off SuperMutants, Raiders, and Radroachs(:3). i dont know much about fallout 1 or 2 so i wont feed you false information i will post as i learn about it.

(SPOILERS)Description:
In 2241, the primitive Arroyo suffers the worst drought on record. Faced with the calamity, the village elder asks the direct descendant of the Vault Dweller, referred to as the Chosen One, to perform the quest of retrieving a Garden of Eden Creation Kit (GECK) for Arroyo. The GECK is a device that can create thriving communities out of the post-apocalyptic wasteland.[3] The player, assuming the role of the Chosen One, is given nothing more than the Vault Dweller's jumpsuit, a RobCo PIPBoy 2000 handheld device, a Vault 13 water flask, a spear and some cash to start on his mission.

The player can eventually find Vault 13, the supposed location of a GECK, devoid of the majority of its former human inhabitants. The Chosen One returns to find his village captured by the remnants of the United States government known as the Enclave. The Enclave often terrorizes the inhabitants of continental United States with their supreme arsenal of advanced technology. The player, through various means, activates an ancient oil tanker and engages its autopilot, thus allowing him to reach the Enclave's main base on an offshore oil rig. It is revealed that the dwellers of Vault 13 were captured as well, to be used as test subjects for Forced Evolutionary Virus (FEV). Vault 13 was supposed to be closed for 200 years as part of a government experiment, making them perfect test subjects. The Enclave modified the Forced Evolutionary Virus into an airborne disease, designed to attack any living creatures with mutated DNA. With all genetic impurities removed, the Enclave (who remain protected from radiation) could take over. The player frees both his fellow villagers from Arroyo and the Vault 13 dwellers from Enclave control and subsequently destroys the Enclave's oil rig, killing the President of the United States Richardson as well as a genetically-modified Secret Service enforcer Frank Horrigan. In the end, the inhabitants of Vault 13 and the Arroyo villagers create a new prosperous community with the help of the GECK
