The cause is most likely your Nvidia graphics driver. You need to roll back to an older version of your card's driver. It's a very common issue right now with Nvidia users.

i found the band-aid solution, the shader quality was on max, and i turned it off and it's working like it should

that is true, but that lacks actual road sign decals (from the images it provided)

it's a good decal pack, i will say; but the exclusion of real road sign decals is a bit sad, which is why I chose to make these decal packs
