i should mention it needs to be somewhat cheap (<$50/month)
Rackspace is 29.99/month. And let me tell you, there is no cheap, high quality server for under 25 dollars.

You should use Rackspace. It can cover so much more than that. I live in Arizona, and the Rackspace server I use is located in Rhode Island. I get a latency of 30 at max with 32 players (test clients) on ArmA: Gold, and I bet that it would also do you a lot of good on ArmA 2.

why do you need it to be in new york? rackspace is extremely reliable, i've used it for two years.

That's a stuffty reason to not install a bootloader. I think you have to reinstall if you can't boot. Maybe you could retrieve any files using a live cd before you do though?
I actually have a bootloader already, it's just I'm having a lot of trouble accessing it.
Anyway, I'm having a lot of trouble with Debian, so I'm thinking of converting to something different. Can someone recommend me an OS that looks nice, but isn't too big?

Can anyone tell me how to burn Grub 2 to CD? I didn't install a bootloader in Debian because it didn't have what I wanted.

That's kind of weird how R-Kill didn't detect it, but you should stop using SpyHunter. SpyHunter is one of the worst programs for detecting spyware/malware. You really need a payed-for anti-virus like Kaspersky or Bitdefender if you want your computer to be really secure.

Well then anything arch-based will probably have the same problems unless it was a specific package.
Try Debian. It is (as mentioned in the op) completely vanilla. It can be molded into anything you want it to be.
The problem with Manjaro is that my computer will not boot from it (gets all sorts of video card errors and processor issues). ArchBang and Arch work, but I don't want to use those two. I will try Debian now, though.

Gameplay/Starting Info
Spelunky is an award-winning roguelike/platformer game made by the indie developer Mossmouth.

Spelunky has randomized levels that offer a challenging new experience each time you play. Journey deep underground and explore fantastic places filled with all manner of monsters, traps, and treasure. You'll have complete freedom while you navigate the fully-destructible environments and master their many secrets. To stay or flee, to kill or rescue, to shop or steal... in Spelunky, the choice is yours and so are the consequences!

The levels are procedurally generated with innumerable combinations, producing unique caves on every playthrough, with varied terrain, enemies and items spawning in each one. The player must navigate these in real time, using skill and reflexes, as well as resource management and strategy to gather treasure and fight monsters. Death is permanent, rapid and frequent - everything is lost upon death and the player must start over from the beginning with only the stock equipment of bombs, rope and hitpoints.
