It's both
In the Pokemon world, yes, it's a species.
But legally, it's represented as a characterized representation of a mouse.

Think of it like this: show someone a picture of Pikachu, and ask "who is this?" They're just as likely to answer "it's Pikachu!" as they are "It's a Pikachu!"
Perhaps more likely, if they're not very familiar with Pokemon

I have never played a Pok`emon game or watched any of it so maybe I'm not the most qualified person to picknit anyway

Pokemon are characters.
Sergals are a species.
You can copyright a character, but not a species, because a species is just an idea of "it stands on two legs and has fur and a tail and a shark-like head."

If you make a character rendition of that species, and it is significantly distinguishable from other members of that species, then you can copyright that character.

Example: You can copyright "Mickey mouse" or "Pikachu" but you can't copyright "mouse"

Nitpicking... Pikachu are a species.

it's pretty bad if you ask me, i could make a better version (in torquescript) if anybody would be interested
though these days i'd just do it with lua but that's probably not an option for most servers
