this is a dynamic page. this entire page that you're posting on was created dynamically. but no matter who you are or where you are in the world, you will not get a 404 when you go to this url, unless the page gets deleted at some point
the only way you will get a 404 is if a page doesn't exist

yes, and do you know what this kind of web page is called? a server side dynamic web page. do you know what the one in the OP most likely is? a client side dynamic web page

ok? that login.cgi url doesn't lead to anywhere. unless OP changed the url in his address bar for some reason, I can't imagine a page could exist for one person and not for another
