The major issue with this is the amount of space that we would require in order to transport those supplies there, but also setting them up in a perfect state where they would float over Venus perfectly and without any major issues.
And not to mention, if we were to actually use these, we would have alot of trouble maintaining them in the case of any structural damage on these 'ships, it's not ideal and can cause alot of casualties in the specific case that something will go wrong.
Even if you attempt to argue that they would float, which they probably would, there would be no effective way to send supplies over there, unless you are implying that we have Star Wars spaceships that can accurately land in or hover near the ships near surface Venus without falling into Venus itself, therefore causing something that we are trying our best to avoid, CASUALTIES.
Heading to Mars is a guaranteed success with enough time and manpower, not to mention that the possibility of suffering casualties is reduced by an incredibly large amount, therefore making it safer to use Mars as an actual space colony, rather than Venus, which is hazardous.
This isn't a threat, nor a warning to your allies, it's a mere suggestion that your 'Venus' mission is not the brightest idea.
Nothing's stopping us from developing the technology that would enable safe(r) transport to and occupation of Venus. The NSSR is the most scientifically advanced place in the world as of now, especially since it now includes the previous Kolmar Union.
