Of course they did. Obviously if people were able to grab people's credits cards and personal information just by unlocking the console then there's a huge hole in their security that they were too ignorant go fix. They probably thought the PS3 would never be "hacked" like it was.

Because everything is a simple problem that people over look. How do you know what the problem is?
Valve says Steam has nothing to do with it

Handling the situation would be telling people immediately so they know to cancel their cards, change passwords, etc.
After waiting an entire week, there is practically nothing you can do because the stuff has been charged to your card already
