I've had my complaints about the game (as we all know) but overall it's lead me to meet all of my current internet friends and pretty much shaped my childhood and gave me a true interest in games, so there's that.

No, it's not a mod. You just need a software - or website - that can record text-to-speech and save it as an .mp3, and then using movie editing you can put it in.
