Games / [Question] Is Forza Horizon 3 actually online multiplayer?

Exuse me for knowing nothing about this series, but from what I played the game seems fun. however...
I played it at another house (Xbox 1), but the "players" all seem to driving like robots. They don't seem like real players, they never take cuts off road, attempt to ram you, get revenge for slamming into them, do doughnuts, ect. There isnt even chat in the game.
I'm wondering if the game is actually live multiplayer.

How it could work:
Custom hats would be saved on the player's avatar save file (or wherever) as a custom value, as well as a color value and one for "accents"
Only other players with the mod will know what to do with the values, (well "duh" for obvious reasons) and display the hat according to the values.
However, a problem in the long run would be that if people want to add their own hats they would have to ask the modder.
