he doesn't, actually
several thousand more troops from the US and true korea fortify seoul
several M42 dusters are placed throughout seoul along with a few dozen artillery pieces focused on counterbattery fire
M40 GMCs each get a pair of 80mm steel plates welded onto their fronts with a couple feet of distance between each plate
they are then placed defensively throughout seoul's borders, their 155mm long toms more than capable of destroying any communist armor unlucky enough to be targetted
50 more F-86s are scrambled along with 130 F-9 Cougars, finally followed by 180 F8F-1B bearcats
the bearcats, slow but extremely maneuverable and each capable of lifting 3 tons of explosives, are designated ground attackers while the jets focus on maintaining air supremacy
the surviving B-29s, vulnerable and expensive, are recalled to american airbases in true korea

jury rigged t-34s with the frontal armor of destroyed t-54s welded on are sent to defend the city
250,000 more soldiers are sent to south korea to defend the city
A ammo becomes the primary munition shipped to the T-32s in south korea
T-34s are sent APBC-HE-T due to its superior performance vs HEAT when firing on well-angled armor
120 F-86s are scrambled.
20 B-29s are scrambled.
the F-86s, using their transonic speeds, bomb the SPAA units defending the encamped communists surrounding seoul.
when the red anti-air is disabled, B-29s begin mass bombing runs on soviet armor and whatever cover the encampments have
the F-86s return to their bases and reload... with napalm. they begin burning the encampments, most of which already lost what little cover they had when the B-29s bombed them.
