I don't actually think the security council has absolute single control of peacekeepers.

Like, one big 5 can't just send peacekeepers under one flag willy nilly under the UN flag.

As the government is indecisive, citizens supporting both communism and capitalism start protesting and rioting all across Brazil.

The primitive riot police do very little to quell the situation.

the US sends peacekeepers armed with more riot gear than said peacekeepers need, and give brazillian police the surplus gear before assisting them in quelling pro-communist rioters

THE GENEVA CONVENTION

This convention will request all signers of the other conventions (and real world signatures of the actual 4th convention will automatically attend).

When I say attend I mean sign/ratify.

For the sakes of gameplay, this is an OPT-OUT system, as designated by Nonnel, because people are gay and I know only like 2 people will say they signed it. We will assume that all members of the UN will actually sign this sooner or later.
Also, for the sakes of gameplay, we will assume everyone will also ratify is immediately in 1950. IDC if it happened within like a bunch of years spanning a lot of year and a lot of years.
If its inconvenient to you because you hate reasonable laws of war and you love how Riddler and germany handled total war in WWII, opt-out and be shamed, then sign later.
