You're right about the last number though, but I'm pretty sure the first three are multipliers for that degree for rotation on each axis, i.e. "1 0.5 -1 90" would rotate 90 degrees on the X axis, 45 on the Y axis, and -90 on the Z axis.
I could be wrong though.

As for the gathering IPs: You are absolutely loving handicapped. An IP address is meaningless, it's used to identify one user from another. Every time you visit a website the site is able to obtain your IP address and do what it will with it. The same is true of any blockland server. Besides, what the hell do you think he'd do with a massive list of IP addresses that he isn't collecting? Trace them all the way down to the city (that's right, that's as close as an IP will get you), knock on their doors, and attempt to convert them to Jehovah's Witnesses? Pretty lame plot.
