This person is a threat not only to you but to other people around. He should be met with therapy and be held up for his attempts of assault or worse, and threats. It is a shame your family is not met with more help, and that you are currently stuck with him.
I don't know your situation, but I would try to find shelter at a friend's home, maybe one of your parent's friends. But staying where you are is definitely not safe.
