I'm pretty sure to make a model stay down (if you're using a sword)
there's a section in the default meelee weapon script, that says "raiseArm = true" or something along those lines. Just make it false, and you won't raise the arm.
If you're talking about a shooting weapon, refer to the Rocket L. It doesn't raise when shot.

I made something which would be perfect for a CTF. You can also destroy the enemy's base.
Offtopic: Should I put it in Gallery?
Edit: Please make a mode where there's just one flag.
I remember in Star Wars Battlefront II, my favorite ALL-TIME game ('sides BL.) you can have a CTF but the objective is:
1. Get the flag from the center
2. Bring the flag to the designated area, located in the enemy's base or your base
3. Profit
But uh, that flag was yellow with the one-flag mode.
