Also, you can't, "peacefully annex" annex is when you forcefully take another nation's land, I think the term you're looking for is "ceded"

Generals are Generals because of the fact they don't run from a fight. Unless of course death is certain and they're outnumbered heavily.

Also it was tactically right to evacuate the government instead of letting them get captured, I don't understand what you mean by, "abandon"

Can this war be moderated? I honestly can't tell who's winning or what the results are

Dozens of Generals are still in Korea controlling the (multiple) armies

Their goal is to simply regain control of the major cities and defend Korea from filthy Japan.

I can't really explain this, the government went to Mexico because we have stronger bonds with them, (trade, they embargoed Japan, etc.)
