what innocent people? i am only defeating the dirty korean rebels who are trying to denounce their asian heritage, or who are not taking to civilized western culture. they are barbarians and must be dealt with. i'm sure you of all nations should know how it is
the japanese military fires only on korean military members, ships only at enemy vessels or at military installments.
troops move through seoul from the south, sending citizens south into japanese-held korea to escape the artillery barrage. troops occupy the palace and detain any government officials within.
a squadron of japanese troops moves around the city to find the troops manning the artillery.
the fleet from china finds the korean navy coming behind the original bombarding ships and attempts to surround them.

You can't guarantee 0 civilian casualties, by the end of this there will be plenty of dead bodies to be dealt with.

The Artillery is defended by an estimated 500 people also, I should've clarified this earlier. Never leave your artillery undefended.

the palace is stormed by Japanese troops

TRIGGERED: Korean troops storm into the city, ordered not to fire on citizens, citizens are also evacuated before the artillery lays fire upon the city, trying their best not to hit any buildings of importance.

The Korean navy is sent towards Seoul to fire on the battleships the best they can.

More troops sent to Korea. Troops occupying the country already clinch the capital and major cities. And more come from villages to reinforce.

Seeing how you are already occupied with Germany this would be a waste of troops (unless you have plenty to spare), you must really want to keep Korea, eh?Korean troopers are sent to the Korean Capitol to recapture the city, 20,000 troopers are present backed up by artillery, giving the Japanese Government one last chance to pull back their soldiers.

Ah yes, forgot to mention that part.

Korea demands that all Japanese Troops are removed from the Korean Mainland, if Japan refuses we will use Military Force to imprison any Japanese Soldiers who attempt to resist.
