We had one, it was fun for like a week but then it died.

That's really disappointing. But I guess it can't be helped; While this community seems fairly active, it also looks very divided and people seem to rarely leave where they post frequently.

To legally drop out, sure. Realistically speaking, there's nothing to stop you from just not showing up if you're good enough at evading truancy officers. It's not terribly uncommon.

If I understand right, you mean a general discussion topic with no actual focus? It would be a little pointless because, well, off-topic doesn't mean no topic. And I feel like you'd end up with multiple conversations going on, which would be very confusing.

...I won't lie, that post sounded a lot more intelligent that it deserved too. It's funny because I speak like such a hood in reality and then I become some sort of high-class speech master on the internet.
