There are people on the street that will mug you for 20 dollars let alone 1.3 billion.
Lottery winners have been assassinated before. One man was poisoned with cyanide before he got his money and the "strange" part is that his lottery check was cashed an hour before he was found and he never got the money.
One lottery winner myseriously was found under a concrete slab.
One lottery winner was stabbed to death over a rumor he might still have 10% cash left from the remaining 90% he spent it all on.

They tried making the winners anonymous in all states but the lottery commission stopped it because they said with they need to publicly show the winner so they can use the winner to advertise their lottery.
