Actually, according to all international laws, it would. If Russia or the United States backed rebels were to injure any german civilians it'd officially be a NATO/UN issue, so both parties will avoid doing so.
If Russia is willing to attack peaceful civilians then they're pretty much an enemy of the world, and have to be stopped. They've already shown us that they're willing to bomb UN convoys delivering aid.
