The wall didn't seal them in like caged animals, have you any idea what the forget you're talking about? They have large bulkhead doors where highways exit, the bulkheads are sealed only in immediate emergencies.
Not every crime is a capitol offense, seriously, do we need to have a talk about running others' countries again?
The police force recieved standard military training along with special law enforcement training. They recieve low grade military equipment.
If there is a riot in your capital with 20+ men armed with military grade weapons and mechs who are shooting down gunships with RPG's, are you going to send in people with M9's and kevlar that can barely stop a pistol round or the military?
