My point is that image based scale is visually misleading as a state like California which has more people could have more shootings a state like Montana, but by the image scale since there are more people in California compared to the amount of people who have been shot in a shooting, the ratio would effect the size of the icon, hence the average would be lower, and then if a state like Montana which has way less people than California had a higher shooting to population ratio, their rating would go up, even if both are considerably lower than California's.
