What question are you asking?
first of all, army RP's cannot and will not be done right for a long time, and here's why:
1. it's a game for the creator, not the playersarmy rp's are just listen to the guy who tells you to do stuff and if you feel like not doing it, instead of being yelled at more (real life scenario) you get banned because you didn't do what the creator wants you to do, you all serve as his tiny minions and build tents, buildings, and entire complexes, and if you do it wrong you get banned. army rp's have no player freedom and admins do everything the players can't plus get to play their part as their own character while the players cant. as in the admin gets to be dark sniper pro xx-md5/ while players get to be monkey servants and eventually earn admin for doing 30 laps around the map and wind up in a similar design flaw similar to the bluzone (hi)
and those who don't want to press their W key for an hour while circling the map get banned, this is what your structure is implying.
2. its just not the same thingin conjunction to the 30 lap rule stated above, admins do make players do ridiculously similar things to that in real life, but because it's an online computer game where instead of moving your legs, you press the W key for 2 hours, it just gets boring and repetitive.
another problem is what i like to call the "sleep roleplay".
when the admin/Creator/host/person screaming at you decides it's bedtime,
you're forgeted. because now you have to hold down the shift button, or look at the ceiling for 10 minutes, and if you talk during bedtime, the admin tells you to SHUT YOUR MOUTH OR BAN which, is already wrong in the first place because i dont think the drill instructors watch you sleep, or have a room right next to the bunker room and hear every word you say.
when the admin decides after licking his popsicle, eating dinner, and taking a shower that sleep is over, they will yell at you to get up, and if you don't follow orders like you say in the OP, you get banned. so in the roleplay, if my character is just a little sleepy after being kept up all night by the sergeants screaming to shut up and look at the ceiling, you get banned.
3. whats the point?so after you complete the 9 weeks worth of training, what happens next? do you go out on the battlefield and shoot people? no, because they can't have it work that way. so either 2 things can happen at this point: an armed to the teeth army of admins attacks the military base and the players are handed the task of killing the army of Russian admin-spies, and the admins choose who did the best against the army of Russian admin-spies, and usually he gets something in reward, or you know, they general doesn't care that you all single handily without admin help defeated an army of RPG carrying Russian admin-spies, and tells you to do 30 more laps around the map.
the other thing that can happen is the rank-up policy, since the admins can't supply a realistic way of sending everyone to the battlefield, will rank you up in training. wtf, i don't think you come out of your 9 week training as a master sergeant shooter person, i think you still come out as private no rank when you get out of training.
the 3rd and last thing they could do, which i didn't list because it's hardly ever done is the "lets go to war now!" roleplay, which is when the general takes you all on a trip to whatever-whatever-land to kill Russian admin-spies to show that you are out of training, but the problem is that new people are constantly joining, and will have to complete a half-assed version of training alone so they can shoot russian admin-spies.
there are more reasons i don't usually like army rps, and just because i listed my opinion doesn't mean you have to shut your server down, but I'm just saying that army roleplays can get really out of hand and are probably the most difficult roleplay to manage or play in blockland.
