Once downloaded, read the readme. If you don't understand that, here's a tl;dr for the readme:

1. Move HPB_Bot2.dll to steam/steamapps/namehere/Team fortress 2/bin
2. Put the rcbot2 folder into Steam\steamapps\email
3. Start TF2.
4. In console, type "plugin_load ..\bin\HPB_Bot2"
5. Now start a CTF server, preferably ctf_turbine
6. Once done loading type this in console:
-sv_cheats 1
-mp_disable_respawn_times 1 (Optional)
-rcbot addbot <1-9> <2-3> name
    1 = scout
    2 = sniper
    3 = soldier
    4 = demoman
    5 = medic ( Bugs )
    6 = hwguy
    7 = pyro ( Bugs )
    8 = Spy
    9 = Engineer

    2 = red
    3 = blu

• Much more stable Spies than the defaults
• CTF and Payload support
• Needs cheats to work
• Must add each bot one-by-one
• Bots tend to randomly jump
• Bots are less suspicious towards spies than default
• Stable Egineers

Valve Bots
~~~~~~~~~~~

• Can be used without cheats
• Impossible to play against when using Spy
• Enginners seem to put buildings in useless places
• Pyros airblast way too often
• Spies are very unstable
• Snipers normally stay in the spawn room and look at the wall
• No support for CTF and only one map works with Payload
• Can add multiple bots at a time

As far as I know this is how these two are different

There is a bug where the bots will jump randomly for a second. Kat and I have experienced this. But it still fun to play with these bots. Have fun!
