Go to the game page, and select ADD TO CART. It's that big green button.
It will then take you to your cart. Click on "Purchase for myself." Once again, that big green button.
Then it will take you here, where you finalize your purchase. If you've already bought games off steam, that finance information should be filled out already. If not, I think it prompts you to fill it out.
