aren't plasma weapons just in general extremely tempermental and prone to blowing up by chance? of course a bad operator would exacerbate the issue but i'm pretty sure they're just unreliable turds that practically nobody except the people who made it understand, so that if one does malfunctions it's not the operators fault.

i mean stuff they can still malfunction in the hands of a space marine vanguard so i assume it's just not a "bad operator" issue.
"Gets hot" is never explicitly stated how it comes into play, but a common theory behind it harming the operator is due to extended use requiring a rapid venting of excess heat. Which is why the penalty is armor-savable and allows you to continue using the weapon if you pass the save, or even if you fail it if the character has multiple wounds. It's like if using the plasma rifle/pistol in Halo damaged your health whenever you allowed it to overheat. If the gun really exploded then you either wouldn't be able to keep using it or "gets hot" would be instant death.

Ultimately it's just a method of balancing the weapon on the tabletop, because it is a very cheap and powerful killing tool. A plasma gun is Strength 7, AP 2 and can fire twice if you don't move. That's potentially two 50 point Terminators killed by a 7 point guardsman and his 15 point gun in a single shooting phase, it NEEDS something to hold it back so that it's not a complete no-brainer to take. No, a fluff space marine would probably not be inattentive enough to allow his weapon to overheat, but then again a fluff space marine also would never be able to be killed by a single guardsman with a bayonet, but both of these things can happen on the table.

If you knew how difficult to acquire and complicated to produce, you'd be furious at an incompetent operator too.

Now the question is: Who is going to be in what flight?

Shortsword is carrying:
Kintharian Coolant Mixture - No engine damage from turbochargers
Radar Triangulation - Increases hit chance against a target based on how many allies are engaging it.

Crash is carrying:
Volatile Warheads - Extra missile, rocket, and bomb damage.
Extra Countermeasures - 2 extra flares and chaff for everyone.

There will not be more than 4 people in one flight.

: We're shipping you out to Malanta for this next mission, and if all goes well you'll be launching from an airbase there from here on out. As you may know, there's an active rebel movement in the country that opposes the Pact-aligned government, and they are offering to let the GTO use a port they hold as a staging area for an invasion of the Delta. However, this port is currently within striking distance of a Malantan Royal Air Force airbase, and there is an Imperial garrison nearby as well. Both of these targets need to be destroyed. To accomplish this, we're deploying the A.F.S. Marauder, an air cruiser with enough bombs to turn ten square miles of city into a moonscape. You will defer to their command for the duration of this mission and provide support for the Marauder, by protecting it from enemy attack or undertaking precision strikes that it cannot.

DM Note: Kintharian Drones are NOT available for this mission.

A utility bot that was captured by the enemy somehow managing to get free and make its way all the way across a continent and an ocean to show up on Helian soil again? That sounds like the most obvious attempt at slipping some sort of spying device into Helios ever conceived. They would shoot me anyway.

So does this bot actually want to go "home", or is it compelled by its programming to go home.
It wants to return to a location where it is afforded rights rather than treated like a training dummy or science project.

You'll notice that the commandos that took the hostages were Huit commandos. Whereas the handlers getting shot were Imperial and the bots getting blown up were Helian. You might also see that these are three distinct factions and the behavior/attitude of one does not represent the behavior/attitude of the others. Unless you're responding in-character in which I must commend you on how well you're able to portray Aesthian narrow-mindedness.
