Is there a free program (not Switch) that allows me to convert mp3s to a small-sized, high-quality ogg?

Nero Wave Editor works, but it causes BL to crash, and the oggs are pretty low quality.

Wild_Willis was doing this on Nicholas's server, and he told me a command to raise both of your arms, and it didn't work. Anyone know what the command for this is?
