You're right, it's theory. To be 100% honest we don't know for reasonably sure anything that happened before or at the exact time of expansion. We've managed to wind back the clock to fractions of a second after the expansion. That's a feat that no wizard in the sky could accomplish.

The gravitational constant didn't disappear, according to our present understanding it came into play later. This is all stuff we're working to find out. Science doesn't attribute things to the wizard in the sky, it seeks to find a satisfactory answer.
