It's trying to prevent the kind of cheating where people replace textures and sounds with something else to make the game easier, such as replacing the Spy cloak sound with something louder and more noticeable.
Of course, the number of people who actually do this for an intended advantage is so tiny that it's completely pointless.

If i ever do want to use it myself, is there a way to filter out sv_pure servers on the server browser?

sv_pure was made to stop cheaters, but it seems that there's still cheaters anyway since a Sniper headshot me with his back, i was spectating him afterwards, definitely seemed more like cheating than some skilled player
Well anyway, he told me there are servers that have it disabled but i don't use the server browser most of the time (good thing i don't use the Spiral Sallet much either), so for those of you who go to the 'no sv_pure' servers, my better looking skin for the Spiral Sallet is done
