They were using vaults to study how average people would survive before they could recolonize on an another planet.All of the vaults were essentially concentration camps. Some failed, some opened, but Vault 101 was never supposed to be opened, and it was an experiment to test how long humans could survive in that kind of environment without being driven to insanity.
