In some cases this is not true, Badspot has revoked avatar rights from certain people. I believe Packer is/was one of them...   Generally this is if you used your avatar as some kind of offensive image. I would however more assume that the OP is doing something wrong.
Do you get an error? Or does it just not apply? Explain further please.

Ok um what it is I try to get to it and it doesn't apear.

Go to your profile, Forum profile information, click on the Browse button beside the "I will upload my own picture" button and upload your picture. It must be 75x75 pixels and the most common formats are .jpg and .gif. Hope this helped.

No did it have to do something with I just got out of a ban?
