Why not? They are more than capable of providing the power you need, albeit with more cooling needed. I'd always use AMD for a "budget" PC (budgets can be any number, even over $5000. I'm guessing you're using budget to describe <$1000) because of the price/performance.

what i've heard is that amd cpus are lest costly and a bit better than intel

The difference between AMD and Intel is:
Intel designed and refined their architecture to have maximum performance at low TDP.
AMD added more cores.

Intel is more expensive because they are better CPUs.
AMD is cheaper because more cores isn't hard to make.

Looking at benchmarks for CPU's, there isn't an i5 anywhere near the performance of that FX, unless you want to pay $90 more. I'm on a strict $1200 budget and it's already tipping over that limit, so I can't go for a lower performance CPU just so I can say I have an intel. I don't plan on doing video work either, so the performance boost of that would be wasted on me.

How much better are Intel CPUs over AMD CPUs?

Also can someone help me find a good gaming PC for my brother thats under like $800? He's not interested in building one or letting me build it.

Tell your brother to stop being so close-minded. Tell him that he isn't getting anything customized or any fancy bells and whistles for $800 unless it's custom made. Offer to build it for free if he doesn't agree. If all else fails, pick the best reviewed prebuilt from Newegg and let him bit the bullet for the price.

That CPU runs VERY hot, you aren't going to be doing any overclocking with the stock cooler, and your PC will also sound like a jet spooling up it's engines.
With this configuration, I put you closer to your $700 limit, while maintaining performance. You will have to OC that CPU to get the stock performance of the 8350, but it will be quieter, cooler and last longer (high temps kills component over time). I also had to drop you from that Caviar Black, but you won't notice the performance difference.
