If terrain has to be built, it should at least be possible to build on it without trust.

There's an add-on for that.
or it would be cool for a default add-on/setting if admins/hosts could enter a server brick mode where they could place any block and it'd instantly be made so everyone can build on it, and easily switch back out of it.
