If the dealer sells the guns, he's going to receive a criminal record. After this record is received, the police will pursue him. After said dealer is in prison, the store will be shut down so the dealer does not receive pay while in jail.

The crime system is more refined, so it's a lot harder, and a lot more difficult to initiate a murder or some heinous crime.
It's not like the CityRPG you're used to, where you can just hop into a weapon store and initiate Flash Mob.
Being a criminal is hard, and the consequences are crucial.

a. The ability to run for mayor
b. Access to the political and law branches
and
c. The guarantee that they are safe. For the most part.
While criminals have the following
a. Money received from robbing/murdering
b. Fame from killing an infamous mayor
No other incentives really. After all, they have to pay for their weapons, and they have to escape the cops.
