Your unnecessarily complicated idea made me think too complicated. Let's revamp the Wrench dialog.
Ignore my custom GUI colors. Rotations in degrees allowing much more customizability. Could do the same with emitter direction too.

Unecessarily complicated. Just adding two boxes for horizontal and vertical rotation would work much better and be compatible with all weapons.

I got left, right, wheel down, thumb 1 and 2. The thumb buttons are both button 4.

Oh look at that. I can bind the 3rd and 4th buttons but not the 5th. So the two thumb buttons are both considered button 4.
