everyone says simcity4 but why not cities skylines? its more cpu heavy than gpu. even a mediocre comp should be able to run it at med settings.
sim city 4 plays on 1 core/thread and might even be TOO stuffty.

i dont know if mods exist. im just saying the game runs better if things moved slower lol. but it cant be helped if its a 24/7 server and people actually do want to play at random hours on it.
when i hosted, i would have it up in evenings like 6pm-midnight central time. and schedule to run mon-fri only.
it wasnt perfect but it allowed everyone to keep up with each other better lol.

loving hate dogs. stupid things cant care for themselves for more than 8 hours at a time. dog people have to loving be home at a certain time to let it out and loving give it "attention" or else be punished for it because they "stress out" and need to "burn energy" and piss and chew and bark if they dont get it.
dog lovers are sad people that need any affection at all, even if its from an animal that pretends to love them because it depends on them for food.
cats are cool. they dont need you unless its really legit and they love ya. other then that they are like roommates and take care of themselves. you can be friends with a cat. it wont cry if you ignore it.

Best game ever. Needs to be modded to be more 24/7 friendly though. Cities grow too fast and people get way way too far ahead when you arnt online to keep up.
Game seemed to work best if it's up limited hours a day and people scheduled to jump on during that period.

any game where you can play in 1st/3rd person legos, and have half million+ bricks without lag, is what the world needs.
so far blockland is the only thing in existence that can pull it off. beyond that, its just a modeling program and not fun.
