Is he saying Nixon didn't botch his presidency?
China and the USSR had cut ties at that point when Nixon recognized Beijing as the People's Republic of China, NOT just the Republic of China (Taiwan). Nixon's contribution to this really didn't take effect until 9 year later when America agreed to recognize Chinese diplomats.
He did organize the EPA though.
