Erinaum requests 5 million for the primary roads. It is also willing to sell 2000 perfected flintlock muskets to Avalonia for 0.75 million. Half of he Erinamian force already carries these muskets.
Cannons are being developed, but flawed cannons have exploded and killed some of our most expirienced mathematicians. Erinaum proposes a worldwide standard Scientific Method to try to avoid future accidents.

Erinaum suggests to add 20% of it's Flammable Jelly, created from it's old alcoholic mixtures now infused with 20% gunpowder, which dissolves in it, and is distilled again at a relatively low temperature. It allows higher temperatures and has similar properties to thermite and burns a 1 gram per minute, making it essentially a very efficient chemical.
(Using 50%-70% gunpowder in the mixture requires a lower distillation temperature, and takes much longer than 20%. The higher percentage of the mixture makes the jelly into a high-explosive mixture, but is very difficult to transport because of it's low flash point and expensive storage methods.)
(Once again, it is Erinamian; the U in Erinaum is dropped)
Erinaum makes good use of the wealth sent and flies the flags over it's newly made Capitol building. The Jewels are used to research steam-powered motors on ships and larger more efficient steam engines on trains. The rail lines reach the Avalonian Capitol and 4 more major cities.
