You're right. Everybody can enjoy a film that lacks original character development.

He's been a chef, gone through space, fought wars with clones of himself, survived a terrorist plane attempt, and has beaten up a tree that knocks down skiers.
besides I do small 1 minute shorts, you don't need much character development, it's not a film.
