I hosted thsi TF2 server so, I enable no-clip on server.
Set class limit to 3.

I spawn as engneer, go build 5 sentries, five dispensers, and no teleporters.
I also disable Spy class

Type something like this:
Admin/ID Player/ID Reason Time
"Vaporeon 15634 jolt 17420 -_- -1 -1"
But only the stuff in the quotes.
And Im not sure about the time thing, but thats permaban up there.
Hope it works/helps.
P.S: you can find a players ID on RTB
Just go to add-ons and members, then you can either check the list or click find members.
Learn to ban properly.

I think it should be called a Cannon Launcher.

There can be ClusterCannon or ClusterCanBall.
Throw a group of em or fir ea group of em.
They'll have 50% less damage, but more radius.
