If you want them to cut wood or something, just activate the woodcutting (or axe related task) labor and designate a tree (or axe related item).
Armory dwarf was canceled I think

how do I get people to pick up items like axes for a task I need them to do without an armory dwarf?

my nobles menu has no armory dwarf option, and i have 45 dwarves :[
