Games / May I run these games?

Here are the games I wanna know if I can run them. I tried "Can you run it?" but I don't trust them that much.
Global Agenda (can I run this on low settings?)
Team Fortress (can I run this on medium or high settings?)
IL-2 Sturmovik: 1946 (can I run this on low settings?)

I'm limiting myself to 30$ worth of games on Steam but what should I get?
This is my list of games that I'm picking out and deciding what to get.

I am looking for a good graphic card for my computer so I can play games that require a better graphic card than mine.
Can anyone recommend me a good graphic card that is around 75$ or less? (wonder if they is such thing)

Current graphic card: Mobile Intel(R) 4 Series Express Chipset Family

Okay, for some reason I can only access the Blockland forums and browse it and stuff but I can't visit other websites? That's really strange for me. I also got disconnected from a Minecraft server. What is going on?

I can't access the forums or the Blockland site on my main computer for some reason. Can anyone explain why? I usually have my firewall turned off sometimes and I'm pretty sure I don't have any virus. Can anyone help me?

Off Topic / Any good video tutorials for C++?

I'm starting to take interest in making simple games, so I wanted to learn C++ in order to do that. I tried looking up some tutorials on Youtube, and they don't explain a lot about C++ much. I'm wondering if there any videos that can teach me how to do C++.

I wonder if there is one game that is a multiplayer RPG where you can make your own worlds/places (quests, monsters, story, etc.) with a simple editor. I tried out the game "Well of Souls" and I didn't exactly like it much.

Off Topic / Friend rages too much in game?

Hi, guys. My best friend lately on MW2 (olololol) has been raging a lot since he want to do these friendly 2v1 matches and they leave after we kill him he leaves (of course). When he leaves, he always blame it on me for "pissing" him off. He said I break some rules? The forget? He raging like hell to me because I broke some rules? (I didn't break any rules). Two times he like "ends" our friendship but I always have to make it up to him. He even admits he has anger issues at school for some reason. I tried to talk with him and I still couldn't get him to go through his anger issues. He just like "I don't have anger issues, blahblahblah". He also curses a lot everytime he get killed. He says a lot of cusses on his mic (rageeee). He usually calms down after a couple minutes but I still don't like his attitude after it. How do I try to not make him pissed/angry or how do I try to convice him not to rage?

P.S Don't say, don't join him. It'll make him more angrier and I'm not gonna break the game.

I'm looking for this space game that is like "Sins of a Solar Empire". I remember the first world being "Home" or something. I tried searching for HomeSpace and HomeGalaxy and I found nothing. Can anyone know the name of it?
