I originally was planning on the idea, but unfortunately not. Perhaps if I am to revive this if it were to die, I'd convert it to a more fantasy touch.

Actually, what if I represent numerous scattered tribes in North Africa, that remain divided due to regular tribal squabbles.

You could draw any borders (preferably all along the coast because of known existence).  I would like to start with 6-10 tribes with an average population of 9200 each.

If that's the case you'll be drawing the borders, or Watcher.
