This probably isn't possible.

maybe try changing the timescale of the sound itself? maybe change the client's timescale for the one millisecond that's needed to start the sound itself and the rest of the sound will be a different pitch and speed

Eh, you probably just haven't seen enough games with dreams in 'em. Anyways, if you want a dream-themed kart track, you'd best get building. If you feel you aren't that good at it, start building anyway, 'cus if you don't, how will you get better?
