The only qualities an administrator should have is the capacity to handle situations, be incredibly unbiased, and have the mentality wherein they want to help people.

get off your high pony and recognize the united states has this set foreign policy.
The United States enacts laws that require and support the lowered use of gas consumption.
Walking when needed, lower public transportation prices, etc.
The USA stares at Poland for trading with a person trying to economically roast the west for horse stuff.
USA accepts relief oil because science.

Yeah, in 2015, after Saudis dropped the oil price. You can't just "relieve" oil at will. The Middle East, especially Arabia, controls oil for a reason. We have a lot of it.
