Could someone come up with a medium-gaming build that my brother could enjoy games like TF2 and those type of 12 year old games+some expandability for some of the mid-teen tier games for when he gets older?

He's paying for it, but I just want to show him that building a gaming computer is cheaper and better than waltzing inside a bestbuy and buying the coolest looking computer. He wanted the smallest and glossiest one in there "because it looked modern" and I just laughed.

also til that bestbuy workers believe the only thing that makes a computer fast (in performance and in general) is the cpu
which is the main thing but other things matter
