Im pretty sure hes just using it as an example

It uses the same engine and graphics as MW3

Because unless you are a design engineer for Intel, AMD, or Nvidia it is harder to get better parts than what I have.

with xbox 360 you have ensured good graphics, in pc, that depends on how good are your graphic card and processor

However, if you get a decent PC

Then your graphics could potentially easily be better than an Xbox's
