Plexia again requests entry into APEP. 

Plexia establishes its own drug policy.  Tobacco, cannabis, and alcohol are all legal. 
Cannabis and tobacco are both being treated as health - not legal - concerns.  This discourages people from using them more effectively than illegalization.

A new President decides that religion is already firmly planted in some Plexians, so devoting resources to outlawing it is wasteful.   

The ban on religion is lifted.
