Are the two girls friends? If yes, it really comes down to your morals. The moral thing to do would be to leave the two's friendship alone, but if you're up to it, there's a lot of potential here. Pursue the hotter friend, who is probably craving individual attention from you.

To be fair though, you can do this for anyone if you dig back far enough. Everyone's been an idiot or a richardhead at least once, and surely multiple times across their history. What matters is just how bad they were on those occasions and also how frequently they are being a nuisance.

McJob doesn't have to justify why he thinks all those involved should be perma'd, but it's not adequate to say that you can just find it in their history.

This is true. Recent history takes precedence and Z Chrome has been a pretty major pain in the ass the last month or so along  with a lot of those other users, blockchip and pie crust in particular
