First off: General Discussion exists, dude.

Secondly: I'm pretty sure the devs are done. The game as it stands now is upheld by the community's add-ons quite nicely and the most Baddy could do now is probably fix bugs.

Finally, a reason for being too stingy to buy the DLC! Although I must ask how they plan to implement all this stuff. Rebirth/Afterbirth modding as it stands now is pretty basic and is limited to mostly reskins.
